What We Do

Connected capabilities for stronger systems and practical action.

GEMBA connects public health, research and evidence, strategic communication, governance and field implementation around the requirement an institution needs to address. Each capability can be commissioned on its own or combined with others where the context calls for a more integrated response.

One connected view

Choose the capability. Keep sight of the whole system.

A public-system or community-access challenge may begin with a need for research, programme design, communication, governance support or field coordination. In practice, these areas often influence one another.

GEMBA can support a defined workstream or help connect complementary disciplines around a shared requirement. The combination is shaped by the objective, institutional context, available evidence, governance, timeline and resources - not by a fixed package.

  • Start with the decision, access barrier or implementation change that needs to be addressed.
  • Define the expertise and evidence genuinely required for that need.
  • Work within approved institutional structures, responsibilities and safeguards.

Five capability pathways

Begin with the need closest to your institution.

Use the five pathways below to identify the most relevant starting point. Each detailed page explains the challenge addressed, possible areas of support, an adaptable approach and related capabilities.

  • Public Health & Health Systems

When programme intent needs a clearer route through systems, services and access barriers.

GEMBA can support health-system strengthening, programme design, technical support and access-oriented solutions.

  • Research, Assessments & Evidence

When a decision requires methodologically appropriate, field-grounded and usable evidence.

GEMBA can support primary and secondary research, field studies, implementation research, assessments and evidence translation.

  • SBCC & Strategic Communication

When information is reaching audiences but is not yet coherent, relevant or connected to programme action.

GEMBA can support behavioural insight, communication strategy, IEC and SBCC design, campaigns, documentation and knowledge products.

  • Governance & Digital Transformation

When digital or institutional change depends on workflows, roles, adoption, trust and stakeholder alignment.

GEMBA can support governance research, workflow analysis, digital-adoption inquiry, stakeholder engagement and change support.

  • Programme Implementation & Field Operations

When an approved programme or research design must be translated into coordinated field action.

GEMBA can support implementation planning, field-team coordination, quality assurance, capacity building and monitoring support.

How capabilities can connect

One requirement may call for more than one discipline.

The examples below are illustrative only. They show how capability areas may be combined around a future requirement; they are not GEMBA projects, case studies, products or fixed service packages.

  • Improving access to a public programme

Public Health & Health Systems can frame the service-delivery challenge; Research, Assessments & Evidence can investigate barriers; SBCC & Strategic Communication can support usable programme communication; and Programme Implementation & Field Operations can strengthen readiness and feedback within the agreed scope.

  • Turning evidence into programme action

Research, Assessments & Evidence can generate or synthesise findings; Public Health & Health Systems can connect them to programme choices; SBCC & Strategic Communication can shape decision and audience products; and Programme Implementation & Field Operations can support practical planning and review.

  • Supporting responsible digital adoption

Governance & Digital Transformation can examine workflows, roles and adoption conditions; Research, Assessments & Evidence can gather user insight; SBCC & Strategic Communication can support change communication; and Programme Implementation & Field Operations can strengthen training, onboarding and feedback arrangements.

From requirement to mobilisation

A clear route from need to agreed work.

An initial discussion is exploratory. Work begins only after fit, scope, responsibilities, approvals, safeguards and terms are agreed through the appropriate arrangements.

  1. Step 01

    Define the requirement

Share the challenge, intended outcome, broad scope, setting and timeframe.

  2. Step 02

    Understand fit and context

Clarify the institutional setting, relevant stakeholders, available evidence, constraints, safeguards and the role GEMBA may appropriately play.

  3. Step 03

    Agree scope and governance

Define deliverables, methods, responsibilities, decision rights, permissions, data arrangements and dependencies.

  4. Step 04

    Formalise and mobilise

Document the appropriate agreement and mobilise the people, workplan and operating arrangements after required approvals.

  5. Step 05

    Deliver, review and learn

Undertake the agreed work, review progress, surface constraints and adapt within the approved scope.

Discuss a requirement

Start with the challenge - not a predetermined package.

GEMBA welcomes scoped conversations with government, development, research, philanthropic and consortium institutions. Share a concise, non-confidential overview of what needs to change, decide or move forward, and we can identify the most relevant capability pathway.

Please do not submit patient or beneficiary information, personal health data, children's information, confidential proposals, unpublished bid documents, financial information, passwords, identity documents or other sensitive records through the public contact route.
