Government institutions
Support may include programme design, research and evidence, SBCC and strategic communication, systems strengthening, capacity building, implementation planning and field coordination within approved government structures.
Development institutions and funders
GEMBA can contribute locally grounded programme development, evidence generation and translation, communication, implementation planning, monitoring and learning support aligned with agreed outcomes and accountability requirements.
Research and academic institutions
Potential support includes field-research planning, tool contextualisation, government and community coordination, field-team preparation, data-quality processes and translation of findings into practical programme or communication decisions.
Prime contractors and consortium leads
GEMBA may contribute public-health context, research and assessment capability, strategic communication, stakeholder coordination and field-implementation support to a bid or assignment where roles, responsibilities and governance are clearly defined.

Where needed, the parties agree a suitable confidentiality route before exchanging restricted information and clarify deliverables, roles, governance and dependencies.

Scope, commercial or grant terms, responsibilities, approvals, data arrangements and reporting are documented through the appropriate agreement.

Mobilisation
Work begins only after the required contracting, approvals, safeguards and operating arrangements are in place.
